that's pretty fair for me, it will be too unbalanced if literally everyone have a legendary skin it wouldn't even be longer rare, so "legendary" rarity now exists to it's name, rare and hard to get and only few people has it. (I forgor how to reply to a comment)
@skibidi_Enjoyer31 just because it's legendary doesn't mean only 1 in a billion people own it. The chances are so ludicrously insane you might as well get x18 gman 5 times over. The only legendary skins that are actually somewhat hold their weight when it comes to actually being a legendary skin is mahoraga and LLC, and llc is literally just a freebie big laser.

glitch toilet spawns both naturally as a chance every wave AND by weird transmitter. so the old way of glitch toilet spawning has not been removed
