Yes you are right.There is no relation between Alexander law and vertical nystagmus.. it's related to unilateral peripheral vestibular lesion, and it always causes horizontal nystagmus.

Why does downbeat nystagmus typically localize to cervicomedullary junction, and not to any of the structures that you mention in this video?
It localizes to flocculus of the flocculonodular lobe of cerebellum
