I tried it with the other crinoline but when I tried to draw it to form the circle it was very hard and was give me boat like sharp, I think this particular crinoline she used is softer and easy to gather

To roll the wire with bias, just cut your wire size, use your selotape to join it together and use the bias to rap the wire. Try it. Also you can watch how use pipe to cover your wire by BB Ventures hat.

Where can you find the wire to use in fascinator? I'm in the USA and I've seen memory wire that they use for jewelry making projects but I don't think it's the same type of wire used for fascinators?

You can get the wire in hat shop. The jewel wire is tiny and light but the fascinator wire is stronger than jewel wire. Thanks for your comment.
