I have to admit you've got a point with early evolution potential. It changes Lance's Dragonites from an unfair feature to a skill issue on the player's part. Also, Pokémon that take 9 real life years to evolve would be less punishing for players to use.
Yes, but also somewhat no. For the Mega-Evolution concept, I 100% agree. Max or near Max Friendship should be a requirement, although I see GF getting around that in the future by just handing you a max friendship Lucario along with the mega-stone... As far as all evolutions are concerned, I'd make it more of a scale. Make the current evolution level "base level". If I shove rare candies down a freshly caught Spearow it will evolve into a Fearow at level 20. Treating it poorly will push the level up, while treating it well will drop it down. This is for the collection aspect of the game. Some people find friendship evolutions to be a very time consuming part of Pokedex completion. Requiring friendship for every level up evolution will just kill the dex completion-ist drive.
I agree that high friendship should reduce the level requirement for Pokemon with level-up evolutions, and having Mega Evolution only be possible with high friendship (like how it was stated in lore that Mega Evolution only activates with a close connection between trainer and Pokemon) But I think a Pokemon should still be able to evolve even if they have 0 friendship, have the Pokemon evolve at a much later level instead as a penalty
