yes Cloud and Tifa were always meant to be together, in Crisis Core, Zack asks Cloud if he knows Tifa, Cloud denies is, but becomes bashful. He always loved Tifa, even if he never told her. All Aerith saw in Cloud was Zack, who died a few years before Final Fantasy 7.
