I got extremely lucky and SEGA sent me a copy of the demo of Like a Dragon: Pirate Yakuza in Hawaii that's being showcased in the Tokyo Game Show, I ripped this track from the files.
... just kidding, this is a reused track from Fist of the North Star: Lost Paradise.

I didn't check but I highly doubt it. I'm pretty sure that one would have been comopsed specifically for this game.
