Lockdown is absolutely fine as a leader ability. Sure, it punishes your opponent for building synergies with their leaders, but it also heavily decreases your deck strength, since you technically haven't a leader ability either and are most likely a few resources down...
The difference is that you have build your deck around not having to rely on a leader ability, while the other player's entire plan of action might revolve around theirs
