Perhaps the Fiscal Capacity calculation should include the value of natural resources NOT taken. ie: Quebec refusing to develop their proven natural gas reserves. Incentive to get off the couch and GO TO WORK!

Apparently, ACCORDING TO "ARTIFICIAL" INTELLIGENCE:
It's not really all about what your ACTUAL Postal Code is, BUT RATHER, only about WHAT THE COMPUTER IS WILLING TO ACCEPT.
WILLING TO ACCEPT. ?
I have be told by the Post Office my ACTUAL Postal Code, but if the computer does not happen to like this, I have a list of 4or five postal codes that the computer might like, even to the point of actually letting me vote.
