im not super familiar with all classes in the game so its a bit hard to place it in a tier list for me, though as a rough guess i'd say mid-low A for solo, low B/high C for party play (2 minute 0 utility classes aren't great in current burst/fd stacking party meta, though prob better in kaling which rewards individual strength a bit more). dont quote me on it tho i didnt think about it too much
