I mean, if someone came up to me and said "I LOVE YOU ____" and I rejected them, and they kept following me, jumping on me, and even holding signs saying "I love you!" at that point I would feel uncomfortable and annoyed. And if that went on for 3 months and I was still uncomfortable... well then thats basically harassment. But this is just my opinion- so yeah.
