What it does mean is anything that requires a certain level of vision (ie. to drive) - someone who is legally blind can not do that. So for all those who are saying that “she isn’t blind” - she is LEGALLY blind, but still has some vision. Effectually, she has what is also called low vision.

Vision is complicated. Someone can see objects that are close up perfectly and still be legally blind if their peripheral vision or distance vision are extremely limited.
