id honestly say arnor is pretty strong. they get bree riders and shire protectors almost immediately, as well as keepers. Also i don't think their t4 is horrible especially if you're running range commanders or isildur. Also isn't their trait really strong with the battle scholar thing.

Arnor is by far goods best faction, their t4 is goods only saving grace when fighting evil. Directing warlords, reapers, champions, snipers, morgul arbalests attacks at them while your range units attack without being attacked is underated. I'd never play another faction again.

I just played Arnor in TE and their T4 was useless. All that was viable is double rise up with guardians.

Arnor's t4s are solid S and i can say arnor might be the best good faction so far
