Hi,I'm on Windows 8.1 when I want to enable net Framework in control panel (as you done) I click download with Windows Update, then I have error code 0x800f0906 so I mounted my Windows 8.1 pro iso, for me it was letter E, I copied the dism command, I replace the letter of the source by E but the process blocked at 66% and then an error (I was with administrator rights) appeared (saying that the files are not found ) after I tried with an other iso wich I downloaded on officiel Microsoft website but same error. Can you help me pleas ?
The way I did it was I created and inserted my USB thumb drive "Startup" for Win 8.1 then followed the process of going to the "Control Panel". My PC installed the necessary files from my USB drive and it fixed the problem. If you don't have a USB "Startup" drive for Win 8.1 just google it and create one. This is how I fixed the error.

If the problem persists, try to use a different installation source.

idk if this is normal but when i do that mine progress stays at the same spot for like twenty minutes
I had to go through Microsoft to download and install as the other methods failed. It is up and running now.
