Yes San Jacinto Wildlife Area is a public hunting area. One can put in for a reservation or show up for the sweat line.

Me and my friends were looking to go out mid December. Not really sure what to expect. What time you recommend to get there for the sweat line? Also, once given a blind, how do you know how to get there? Thanks!

You would want to get there before 3 am for the sweat line,
They have maps to all the blinds and will show you how to get there.
