They are all representatives of the people. Not leaders. They are servants. Learn who you are. You do not ASK your servants to do anything. You TELL them. You DEMAND (politely) they do what is in their job description. Be assertive. Be in constant contact (and oversight) with them (as best you can). Don't take no for an answer.
If you don't give your dog commands your dog will do what he wants. Congress is no different. Servants are no different. Employees are no different. I once had a secretary that would generate busy work for herself - if I had been paying attention I would have given her valid additional work to do instead of the nonsense she decided was good to do.

They take what has no chance of passing and bury it somewhere in a massive bill and try not to draw attention to it then praise their wonderful "bipartisan" efforts when both parties vote for the bill. Meanwhile the taxpayers are the ones left paying for it all. Only thing we can do is vote them out when they don't do what we hired them to do. And now that is even getting taken out of our hands.

HERE'S how you do it: As Speaker, you have the power to decide whether a bill comes to the floor or not. USE THAT POWER! Simply let EVERYONE know that there will be NO omnibus bills brought to the floor. Each bill must be able to stand on it's own as a SINGLE item bill. If an item in a bill can't pass on it's own merit, it should not pass as part of another. In this manner there will be no 1,200 page bills in which members of Congress have 72 hours or less to read. In this manner, we the people will also know exactly who votes for or against a bill based on a single item. Take a stand and insist that if a bill does not address a single item, it will not be presented. PERIOD. Problem solved.
