Yes, when you open the email and click on the profile picture, GIF is visible. But overall in the inbox among other emails it shows default google picture. Was testing this on iPhone through gmail app, so at that point decided to go with static image of the brand, not sure if this works for everyone 100%.

My email is on outlook. I’ve changed picture there and also on gravatar. But when I send emails to gmail there’s no picture ☹️ neither jpg nor gif

No, it will not. It is an avatar and there is nothing against the rules.

Yes, it can be used on all email inbox providers, you simply need to create a free account with gavatar
Would you recommend using a face with animated background or an animation of a logo, if given the option?
Face is more personable :)
It depends what email you use. For example one of our designer made her face switching with the logo
