Yeah bro ILP is just a travel document. It's a safeguarding bill for indigenous community of Manipur, Nagaland, Mizoram, Arunachal and their land to protect from non indigenous.Because it's a small state and the local population is small.

You will get an ILP counter in all entry points of Manipur & just by giving a voter ID card/AADHAR card you can get it.
