Perfectly legal and environmentally friendly. He should be subsidised by the government and help him increase his productivity by using up used oil which would otherwise have gone to waste. But those crooks are so corrupted, unless they were getting free bio diesel from hard working citizens or money from it, they don't want to know. I wouldn't be surprised if they will impose restrictions on this type of businesses as it reduces the money they would usually gain from taxes, imported fuel and their duty to the public.
