I always assumed fairy was a response to hydreigon and scrafty having two of the most broken type combos ever especially since both pokemon are double weak to fairy type.
My info might be out of date, but I don’t think the nintendo switch was really to blame for the terrible performance of the pokemon games that released on it. The more recent pokemon games have a long, long history of lag and poor performance. Sun and moon was quite laggy when it came out on 3DS, and I *believe* that the community later discovered that the cause was entirely bugs and performance problems coming from the developer’s questionable code.
Yeah, it's more that a larger scale is being demanded with the same timeframe and barely a larger team. Realistically, they just need more time to cook or tone back the development requirements

Fairy was added to be strong against Dragons cause they had few counters. Fairy has to be the last new type they added and its been a longgg time.
