I think up front to a certain row they are. But I could be mistaken.
I am from Edmonton and saw them here around 2010 and everyone was going nuts the whole time.
I mean this is a mellow type song, and they play it as change of pace in the show (so band guys get a break, water etc.).
Maybe that's why. It could also be just the far away distance of the shot (you can see people that are working moving in and around the tented off areas).
But you are right, it does look "odd".
