They played him at Fullback against Australia and it was a disaster, spent the entire game out of position forcing Christie, DMac and Stevenson to make all of his backfield tackles and take all but two of his kicks, compromising their performance in the process. He's bad at the Fullback role for Super Rugby too, doesn't know how or when to kick, luckily it doesn't matter if he can't return a kick at that level. He's great with ball in hand and generally on the chase, especially with a playmaking Fullback like Jordie, Beauden or DMac setting him up, his try scoring stats at all levels on the wing vs at fullback back that up.
That's because Beaduen Barrett acts as a second playmaker, which is better suited to a roaming 15, whereas Jordan can still use all his speed and skill on the wing in exactly the same way he can at 15. It just works better on the whole from a tactical point of view; you don't really lose anything playing Jordan at 14 compared to 15 because he isn't a brilliant tactical player - he's fast with good finishing, but you gain a lot playing Barrett at 15 because he knows how to read the game and is a better tactical player.
Jordan has proven that he can't play Fullback at test level, Stevenson has defensive issues on the wing, reverse those two and it would be looking pretty good.

If he works on his high ball take accuracy, he'd be the complete player. I'd have him at 15. Dmac to the 23.
