The Turks today perhaps fill that role better especially in Palestine although they're not likely to commit to any action. Of all the States in the region. The Iranian State deserves the credit. The Egyptians and Arab republics seem to be reluctant to do much. The thumbs up also go to Yemen. The poorest republic. The rest are too intertwined into the financial system.
