Yes it is recommended. You can keep it install as well but it will be wet after usage that's why they say to remove it.

Bag ki jarurat nhi hoti wet mein. Filter toh lagana hi padta hai both in dry and wet cleaning. It's to protect the motor from damage due to dust and debris.
