If anybody doesn't implement CAA in some of the states it does not work out.Every state has to implement CAA because the constitution is amended and passed in the Parliament.
some one tries to not implement CAA he will be going against constitution then his/her government will be dissovled simply

We need to think why CAA is needed. It is due to injustice being done with a particular community (Sanstani) by a particular community (Muslims) after the Partition in Afghanistan, Pakistan and Bangladesh. Why there is no need of CAA in Afghanistan, Pakistan and Bangladesh. Only because a Particular community (Muslims) are enjoying favorable citizenship rights and pleasure of their property and religious practice in India.
