If you do not put the lid down before you flush you get a flume of dirty toilet water spraying out all over your bathroom that includes towels, toothbrushes, surfaces etc. The light you are speaking off is a Black Light it shows all the dirt and urine sprayed all over your bathroom if you do not shut that toilet lid first before you flush.
