I wouldn't say Eponine herself was used for child labor, though she would indeed be used as labour much later as a teen(17, according to the novel). As a child however(in both the show and novel), she was shown to be overly pampered and doted on relentlessly by Madame Thenardier(which results in her[and her sister in the novel, Azelma, who was treated similarly] also taking part in the bullying and abuse of Cosette like her/their parents in the novel). That is, legal age designation semantics aside(which exact age gaps qualifies one being considered a child or teen, which can continuously change as time goes on[not to mention from country to country], I mean) and all.
