Damage severity by level is a way to quickly estimate how much a character can take. For a PC that is lv 2, 3 or 4, 5(1d10) damage once is a setback, so it's safe to make the main attack of an enemy. 11(2d10) is more dangerous, so you would put it in a limited action for example. They can't take this much every turn. And 22(4d10) is deadly, so be mindful with what enemies can dish out this much damage to a lv 2-4 PC. The intervals in the level column are pretty much the tiers of play, and as PCs become higher level, you can see that the amount of damage they can take in each category increases. 22(4d10) is full on deadly for a lv 2-4 PC, but it's only a setback for a lv 11-16 PC.

To add: this goes side by side with the improvising damage, to figure out appropriate damage to the level of the characters. Also useful in the traps thing.

Thank you for the explanation! This actually sounds super useful and I might start using it in my games. Makes me appreciate this cheat sheet more.
