Why is the first axiom not 0
It is implied that P(A) is less than or equal to 1 if A is an event in S.
It is implied in the second axiom. If the bare minimum is 0 (axiom 1) and the top maximum is 1 (axiom 2, probability of ALL events of the sample space) then you can understand from these two informations that everything else will fall in between the 0 and the 1.
