Lemme explain : In order to see an object, the eye needs to catch light coming from it, so, if we consider that the area around SCP 84 is infinite, it is safe to assume that light coming from the image of 96 just won't reach the people in the town (if there is any) so the cognitohazardous effect of 96 won't trigger.

So here’s a theory, could you use 084 to make a person fall forever? Since it only creates an anomalous effect over a localized area, what if you dropped a D-class (really sorry about this my dude) into the tower’s range from above, out of the sky? A person walking towards the tower from the ground can turn around, but a human in free fall has no control over their direction, no way to turn back or reach the tower, therefore falling forever. The only problem I can see with this theory is A. 084 teleporting away before the D-class can enter (fall) into it’s area of influence, or B. the D-class does make it into the dome, but when the tower randomly teleports again it won’t take the D-class with it. I don’t think the latter option is possible though, considering that some guy was walking for 6 years, the tower probably takes any poor soul in it’s dome with it when it teleports. Also, can someone tell me why my brain comes up with demented ideas like this? Like, this would really be a fate worse than death.

If I had to speculate, I'd say that the tower and its effects were designed as a means to protect the town within its radius. Possibly out of fear of the cold war. Whatever happens to the world, the town and its people remain safe from harm and unseen by anyone outside of the dome. Anyone entering the dome can not reach the tower to stop its effects, so the town is always safe. And any intruders can not harm the residents. The side effect being the random time loops and the displacement of matter. It may also be possible that those in the buildings by the tower are unable to actually turn it off as a direct result of its anomalous effects, with the space inside those buildings constantly warping and stretching out in the same way it does around the tower.

that assumes that it's located in normal space, but clearly, it's not. Remember? If you try to walk toward it, it just stays at a distance no matter how long you try to reach it. So if you try to trap it, you're only option is to use space the way you perceive it. But if it can be infinitely far away from you, then there is no place anywhere near it that you can plan any kind of meeting with it.
The only way I think might work would be trying a bunch of class D's together and tell them to walk inward while retracting the rope on their left. I wonder what would come of that

Reminds me of a movie called The Endless. Essentially there is a place with time loops within a time loop and space and time is hidden inside it (as in much bigger inside than outside sometimes smaller). In some instances it mirrors areas to confuse and lure beings back inside. The way it works is that the durration and area of affect of a loop can be extended by the number of residents in the loop, newcommers become permanent subjects once the loop closes and resets. The residents or victims have to kill themselves or be killed by the 'omnipotent entity in control of the loop' before the loop comes to reset.
So theoretically, if you were to skydive down on top of this, you'd just fall forever? If that's the case you could drop a couple of the most dangerous SCPs down from above and indefinitely contain them.

Reminds me of a movie called The Endless. Essentially there is a place with time loops within a time loop and space and time is hidden inside it (as in much bigger inside than outside sometimes smaller). In some instances it mirrors areas to confuse and lure beings back inside. The way it works is that the durration and area of affect of a loop can be extended by the number of residents in the loop, newcommers become permanent subjects once the loop closes and resets. The residents or victims have to kill themselves or be killed by the 'omnipotent entity in control of the loop' before the loop comes to reset.
As cool as this is, there can easily be so many paradoxes used by the foundation to corner the tower
