I believe the Tim Holtz Distress Crayons are similar to the kingart gel sticks and the Faber-Castell Gelatos that all can be activated with water and used similar in the way that watercolor pencils & the Derwent Inktense Pencils can be used directly on paper or from a palate using a paint brush or a waterbrush pen filled with water on the inside of them.

I haven't used either Kingart or Gelatos but my other brands of water soluble crayons seem to leave a sticky layer. The Distress Crayons didn't do that for me at all and they were quicker to dry than the gel highlighters I have used. But, yes, I layer all of these things with pencils and markers and paint with great results. The Distress Crayons didn't go through the paper like the Distress Inks do.

I do believe in the wax versus the oil based colored pencils even though all colored pencils are a mix of oil and wax, with some having more wax in them and others having more oil in them. I found that colored pencils that are have more oil in them and thus are considered an oil passed colored pencil, these tend to need to be colored in light layers in order to blend them together while a colored pencil like Prismacolor Premier, that has more wax in it and thus is considered a wax based pencil you can smoosh the colors together to get them to blend together when coloring with them.

Calling a pencil wax based or oil based is a marketing thing. The chemists don't refer to them that way because there are many different types of wax and oil binders used in pencils and all pencils have both. Some pencils called wax pencils are hard and more useful for blending in layers while others are softer and put down more color in one stroke. Because all pencils have wax and oil based binders in them, the Finesse pen will work on them - I used it with Polychromos, one of the pencils marketed as oil based and hard, and it worked just fine. The blender pen is about 90% ethanol and so in the future, I'll probably just mix my own blender pen because I do like the effect.

Does colored pencil and marker go on top nicely over the distress sticks/crayons? Can you still do blending of your pencils on top of this sticks/crayons?

Hi! The distress crayons are easier to lift than other water soluble crayons I've used. I do use markers and pencils over them. The markers do lift a little of the crayon color but it was easy to remove the color from my marker with a swipe on a towel.
