The onsen owners should not be the only ones to use the hotsprings. That said, there shouldn't be rampant building of geothermal plants. One or two, enough to power the local region (these are often mountainous areas) and contribute some to neighbouring regions and everyone's energy security. Can Singapore do this? To a lesser extent. Not enough to power all of Singapore, but just part of the power grid security.
