The question at 8:00 suggests they're thieves (meaning people who carry out theft) therefore it is implied that there was theft. Else, the question could simply state "Last night somebody used gas cylinder..."
So, shouldn't the answer be: option 1.

Theft may or may not have taken place, thieves could have called off their plan after drilling the hole. So analysis is none of these.
