He'll probably made it himself with giants editor. You can look up some tutoriels on TH-cam how to do it. it's actually pretty easy.
Its not exactly the same but search flatmap, it is a completely flat map with nothing but shop and animal dealer

Many hilly or mountainous farms use them because they don't tip over as easily as a tractor would...
