You are absolutely right sir. I have 1st hand experience while working for a Govt. Of India Heavy Engineering Company and visited an ordinance factory to offload certain buulk order which needed CNC machine capacity since ours were fully booked and they had 100% idle capacity since not a single CNC machine was being used. But they were getting crores of tax payers' money for purchase of CNC machines which were never used !
