In rule # 3.
How we'll differenciate, that there is one person, which having two singular nouns??
In my opinion, with the help of an article, We could differenciate.
Let suppose, I'm taking your example.
The Secretary and principal is coming (Correct)
The Secretary and the Principal are coming ( correct cuz two articles)
So, with the help of an articles we can easily differenciate

Verb 2nd subject k mutabiq nahi bal k verb plural subject k mutabiq change hoga i-e get the singular subject to start and bring the plural one to the letter part as the verb will be used with the plural subject .
