Edit. When it comes to the lawsuit issue it's because of the law and evidence standards. It's a lot easier to sue due to the lower threshold of evidence. You can even get them to settle and no matter what that's on their record. While going to the cops, half the time they ignore the case. And sometimes the suit can be used as later evidence.

The age of consent has nothing to do with people over the age of 18 pursuing them. It’s to protect minors who consensually have sex with each other, not adults fuckin kids. Some states have the 3 year law, but a 20 year old adult is not legally protected when going after a 15 year old child
