You should play with everything unlocked.
Its much more fun and much more chaos.
In Worms World Party there was a mode called "The full Wormage" where everything was unlimited, but there were turn unlocks.
On first turn you only have bazooka, shotgun and basic grenade, on second turn you get cluster granades and homing weapons, on third turn you get air strikes, on fourth you get holy hand granades and banana bombs and on fifth you get armageddon and donkey.

Worms: Revolution, Worms 3, Worms: Clan Wars, and Worms: Battlegrounds all have different classes for worms. Not exactly what you want where one has a floaty, extra backpacks, etc. but they are each unique.
