September. It will take more than 4-5 monts to get the final result from the Commonwealth Scholarship Commission. So if you have offer letter for January session you can defer it to September.

The number is not fixed, last year it was probably 33 in total (all subjects). If it is relevant to your subject choice then questions regarding national and international affairs may arise.

Bro , I'm doing Undergraduate in Budapest, Hungary. In shah allah ,I will apply in next year. If I apply, do I have to stay in Bangladesh during that time? Furthermore, do I need to partake in viva face to face?
My questions- 1.Is it mandatory to have an offer letter or a proof of contacting with a supervisor at the time of viva? 2. I have submitted the application with uhfpo signature to UGC. Is there any possibility to look for the forwarding from ministry? For some problems I could not take the forwarding from uhc,then cs,and then dg. What should I do now?
1. Not mandatory but good to have, it influences the interviewer's decision for final selection 2. No, ministry forwarding is not necessary at this point.
Could anyone reject this scholarship if they get a better offer somewhere else? What was your last deadline to accept the scholarship offer? Is there any condition, that one cannot leave the country again for a second masters if they take this opportunity?
Yes, you can reject it, the commonwealth scholarship commission will send you a notification of award at the final stage if they select you. You can either accept their offer or decline it. The condition from the commonwealth is, you have to leave the UK as soon as your course ends.

They have a separate commonwealth scholarship for distant learning offers, you cannot use that here.

Usually they publish result within 1 day. It will be available on the UGC website.

Subjects can be different but under the same broad subject or theme heading that you have mentioned in your application.

There is no dress code, but it is always better to present yourself with a decent non-casual outlook.
