i actually think that Watts was the ONLY person that could've gotten to Cinder.. like if you look back at their history they always bantered in a glorious way. When they were paired with the Beacon job... it worked. When they were paired again for Haven and she pushed him away... it failed. When she tried to solo in Atlas.. it failed. When she tried to fight in Amity (which Watts wasn't even aware of lol) she failed. I have the feeling that they hate each other.. but at some miniscule level they may actually like each other to some degree.
Adding to that Watts tearing of Cinder all his points of what you have to be if you combine them both they fulfil all those points so they also need each other.
She knows he sees right through her which really aggravates her, but she does respect it. Very grudgingly.
