@@ARtGhOSt_ Does sound odd. The issue is either Permission or That another process is using the file. Are you saving to a NAS, external drive, or C Drive (System Drive)? Also have you tried running photoshop as Administrator?
I just solved this problem, the video is great by the way. In my case photoshop wasn't in the blocked apps list, then I just added to the permission list right bellow the blocked list and it solved my problem

thanks for the tip bro! i was looking for a solution, my problem solved by adding photoshop into "list of allowed apps" it wasnt in the blocked apps, so maybe this could work too for anyone else in case photoshop isn't in blocked apps
With the "Process Explorer" software, force close all "dllhost.exe" software running on Windows by saying "Kill Process". This will solve your problem.
WON'T WORK FOR THOSE WITHOUT AVAST ANTI-VIRUS! ⚠️⚠️⚠️ I do not have Avast and so it did not work, simple solution is to clear all your recent activities/file/log the you good to go. I could explain why this works but just try it. If it works, like this comment so it's easier to find by others in future. Adios

Are you on windows 10? Did you check the folder security? Also, do you have any other threat protection like Malware bytes?
