You forget: in Magus "culture", such "trivial things" like human lives are considered inconsequential. And Touko was still very much a Magus at this point. If you want her having that development, post-Kara no Kyoukai would be the best option, since she learns attachment to her simple life there. Though even there, Touko eventually leaves once she notices herself growing attached to the main cast (Shiki, Mikiya, Azaka), so one might argue if she'd ever look back at this moment and consider her hand in pushing Aoko. (unlikely)
Pay attention a little more, she never acted like she didn’t provoke her, nor did she ever deny that these were the consequences of her own actions. She wasn’t mad about her using it, she was mad about HOW she used it.
Not to mention the fact Touko caused this whole thing to begin with. She’s already an incredible mage who can use runes and make badass puppets and has multiple ways to fuck a mage up. But she’s obsessed over a power she doesn’t even understand and probably wouldn’t even know how to use properly.
Most of the top 10 could just straight up be type moon, like ciel and shiki vs roa or salter fight in HF or the finile battle of UBW and fate against gilgamesh
If you're female protagonist gets her ass kicked every time she fights a male villain then it doesn't matter how powerful the female villains she fights actually are, you just make it look like men are her glaring weakness much like Superman's Kryptonite
