Tapping the hero power before anything else was the right play, if Pavel had done ANYTHING to clear the board and increase his odds, the shot would have missed, I guarantee you that.

So, back in an earlier patch of hearthstone pyroblast (fire) cost 8-mana and still dealt 10 damage. During this time Reckful (the guy in the clip) had his opponent (Kripp I believe) at 15 health and had a pyroblast and frostbolt in hand as well as spell power on board. 11 (fire/pyroblast) + 4 (ice/frostbolt) =15. However, he didn't recognize this and instead played like double cold light oracle or something and ended up losing (this was either finals or semifinals of the tournament too) a moment he has never lived down, and that's probably the most hilarious and clever way a viewer has reminded him of it.
Tomekk Börner Fairly sure a hexed minion (aka a frog) has a mana cost of 0, so devolving it would reduce its cost to -1 which cannot happen. So the buffed hexed frog stays the same.
