Why do 3 of my teammates have to be Boom Booms or Robots instead of having 7 actual characters per team (same with the goalie in Football, why does it always have to be Birdo or a Robot)?

There are 4 teams. Not only your team and your opponent's team, but 2 other CPU teams playing against each other. If you had 7 characters for each of the 4 teams, you'd need 28 characters, but the game only has 20
As for football, there are enough characters, but the fifth player has to be a goalkeeper.
