We may not know the actual reason why he’s not yet attained more ranks but I personally suspect he may not have met some requirements like attaining some academic documents
Most kadogoz were required to resume school after the war, some did and some failed to..
Maybe Those that never went back haven’t been promoted beyond certain ranks!...
Someone that’s knowledgeable about the subject may enlighten us...
