im not her but like you can get really cute clothes from cider, emmiol , H&M , Amazon , and thrift stores but I definitely recommend cider and emmiol for different aesthetic clothing
i’ve heard thredup is a great place for timeless clothes!! it’s an online thrift store and if you commit to a couple hours searching you can probably find great stuff

For the turning a dress into a halter top, i do it with my flowy mini skirts and it’s SO CUTE. I also use a brooch instead of a safety pin and makes it look store bought

another easy way to make the waist smaller on pants is to cut into the inner side of the waist band and add elastic through it. you can either sew the elastic in place or use safety pins! :)
