Dragon left him with Garp because of the dangers of growing up with a wanted criminal hunted by the WG. He became more notorious over the years so the danger would have been more. It was a tough decision but it was a necessary one for Luffy to have a better life. As for why he raised Sabo well Sabo was all alone and was unknown to the WG and more importantly wasn’t a D. so they wouldn’t make connections like they could have with Luffy. He and the revolutionaries trained him to be more capable but Sabo was the one that ultimately decided to join the cause
