He means that the picture is drawn by a well known SNK artist who did the artwork for all classic KOF-games (up until '99 I think and recently did some new art for KOF XIII) and also for Capcom vs SNK 1 and 2, and Metal Slug -games. Shinkiro - he's pretty legendary, I'm sure you've heard of the guy. I've got one of his Mai Shiranui -paintings as a big poster on my living room wall. CvS2 had 50% of the art by SNK and 50% by Capcom, and you got them depending on the style/ism you selected.

Dudley's a more technical, strategy-based fighter, whilst Balrog is better-suited for a style based on overwhelming opponents with power. But between the two, definitely Dudley for me. Main him in SSF4 and SF3:TS for starters, and I find him a better character, too- always fun to flatten your opponents in the most gentlemanly fashion possible. =P
