Velia is the best City. Perfect Layaout and i really like the Landscape. But i really think you will enjoy Mountain of Eternal Winter and Odylitta too. Those Regions are really beautifull too :)
One of the videos that really made me try this game out was a video of someone exploring a snowy area and I was super amazed by the beauty. Noted your suggestions, can't wait to see them myself!
Velia isn't the best city, try the biggest city calpheon, also the sand city Valencia is great too, but I would not recommend going to valencia yet if you are new.

Tooltip if you can, use "remastered" graphic settings and the city will really pop :)
