looks like what I used for about 30 years when I installed fences. Heavy duty bumper jacks. We used to go to junk yards and look in trucks vans and big cars for the jacks we used

It looked like a good root you never know it might have grown back. I always try to put the root in a 25gal. Pot for at least a year. Give it a try
It didn't look dead to me; it had plenty of healthy, green leaves on it.
This is also a great way to pull out fence posts that are concreted in the ground.
I've done it with shovel and pickaxe, and this looks much easier.
