I have been living in Vietnam. 50 is within city limits. when you enter a city you can see a blue signage with city scrappers in white color. that means you are now entering into city. the traffic signboards of vietnam are little different. you might be mistaken this sign as some building ahead but its for speed limit sign. better luck next time :)
